قام وفد من أكاديمية الحكومة الالكترونية الإستونية يوم الاثنين 12 أيلول 2011، بزيارة الأكاديمية الفلسطينية للحكومة الإلكترونية والتي تعمل جامعة بيرزيت على إنشائها بتمويل من برنامج TEMPUS التابع للإتحاد الأوروبي، وذلك في إطار مشروع التعاون بين الحكومة الفلسطينية والحكومة الإستونية في مجال الحكومة الإلكترونية.

وتكون وفد الحكومة الإلكترونية الأستونية من: المدير التنفيذي للأكاديمية د.أرفو أوت (Arvo Ott) وعضو البرلمان الإستوني والخبير في شؤون الحكومة الإلكترونية السيد هانيس أستوك (Hannes Astok). كما حضر مدير برنامج التعاون الفلسطيني-الأستوني، السيد وسيم عبد الله، بالإضافة إلى مستشاري وزير الإتصالات وتكنولوجيا المعلومات ومديري أقسام التدريب والحكومة الإلكترونية في وزارة الإتصالات وتكنولوجيا المعلومات. و عن جامعة بيرزيت فقد حضر كل من عميد كلية تكنولوجيا المعلومات د. علي الجابر والذي قام بافتتاح اللقاء بالإضافة د. واصل غانم، والأستاذة مجد الأشهب ود. مصطفى جرار مدير مشروع الأكاديمية الفلسطينية للحكومة الإلكترونية (http://www.egovacademy.ps).

و قدم د.مصطفى جرار مشروع إطار التبادل البيني الفلسطيني "زنّار" (http://zinnar.pna.ps)، والذي هو نتاج عمل اللجنة الوطنية لمعايير التبادل البيني الفلسطيني بالتعاون مع الأكاديمية الفلسطينية للحكومة الإلكترونية. وتتكون اللجنة الوطنية لمعايير التبادل البيني من ست مؤسسات حكومية، هي: وزارة الاتصالات وتكنولوجيا المعلومات، وزارة الداخلية، وزارة المالية، وزارة الاقتصاد الوطني، سلطة النقد، وجهاز الإحصاء المركزي الفلسطيني.

والجدير بالذكر أن زنّار هو عبارة عن مجموعة من الأطر والمواصفات والمقاييس (Interoperability Framework) التي تحكم عمليات تبادل البيانات إلكترونياً بين المؤسسات الحكومية، لضمان تبادل سليم ومتفق عليه للبيانات، وبذلك يوفر زنّار البنية التحتية المناسبة لتصميم وبناء خدمات الحكومة الإلكترونية بشكل سليم وفعّال وقابل للتَوسُّع والتطوُّر.

هذا وتمحور النقاش بين المشاركيين حول سبل التعاون بين أكاديمية الحكومة الإلكترونية الفلسطينية والأكاديمية الإستونية، وخاصة فيما يتعلق بأمن المعلومات. كما وقام السيد هانيس أستوك ب مقترحا حول مشروع تقوم فيه الأكاديمية الإستونية بتدريب كوادر حكومية فلسطينية في مواضيع متنوعة في أمن المعلومات وذلك ضمن مشروع التعاون الإستوني- الفلسطيني.

As part of the Estonian – Palestinian governmental cooperation program coordinated by the Palestinian Ministry of Telecom and IT, a delegation from the Estonian e-Government Academy visited the Palestinian e-Government Academy in Birzeit University on Monday, the 12th of September. Among the Estonian delegation was Dr. Arvo Ott, the executive director of the Estonian e-Government Academy and Mr. Hannes Astok member of the Estonian parliament and expert in e-Government. The meeting was also attended by consultants of the Minister of Telecommunications and IT in addition to the directors of the e-Government and training departments in the Ministry of Telecommunications and the director of the Estonian – Palestinian governmental cooperation program, Mr. Waseem Abed-Allah. From Birzeit University, the meeting was attended by Dr. Ali Jaber, the dean of the Faculty of Information Technology in addition to Dr. Wasel Ghanem, Miss Majd Al-Ashhab, and Dr. Mustafa Jarrar, the director of the Palestinian e-Government Academy (http://www.egovacademy.ps).

Dr. Jarrar presented the Palestinian e-Government Interoperability Framework ‘Zinnar’. Zinnar (http://zinnar.pna.ps) was developed by six ministries and governmental institutions (in cooperation with the Palestinian e-Government Academy): Ministry of Telecommunication and Information Technology (MTIT), Ministry of Interior (MOI), Ministry of Finance (MOF), Ministry of National Economy (MNE), Palestine Monetary Authority (PMA), and the Palestinian Central Bureau of Statistics (PCBS). Zinnar serves as an organizational/semantic mediator between heterogeneous governmental information systems and is also a framework / infrastructure upon which seamless e-government services are implemented. During the meeting, the participants discussed further cooperation opportunities, particularly between the Palestinan e-Governemnt Academy and the Estonian e-Government Academy, in particular on the topic of information security. Also, Mr. Astok presented a proposal for training workshops in which the Estonian Academy is to provide training to transfer know-how and skills to Palestinian governmental employees as part of the Palestinian- Estonian cooperation program.
